The Water Education and Training Command (AETC) Study and Analysis Squadron (SAS) has roots that date back to World War II, as connections can be traced to the Airborne Fly Command Command of the time period. The AETC is responsible for developing trained and motivated personnel for the United States Air Force, while SAS oversees the military agency's administrative component, using an evaluation tool to "predict resource needs over the next five years".

Histori

The original Ravens served in World War II as Group Bombers 21 with a heavy bombardment mission. During the Vietnam War, they provided visual reconnaissance, air-forward airborne control for tactical attack operations and gave flight theater indoctrination checks for newly appointed air crew members as the 21st Tactical Air Support Squadron.

In May 1991, the 3307 Squadron Test and Evaluation was established to test and evaluate new Air Training Command (ATC) systems such as airplanes, simulators and software to determine whether the acquisition meets operational requirements. Seventeen months later, in September 1992, TES 3307 inherited the history and honor of the Ravens by assuming the appointment of 21 TES.

In March 1994, 21 TES were re-designated as AETC Studies and Aviation Analysis and assigned directly to the AETC HQ. In April 1997, AETC Study and Aviation Analysis and Training Support 602 Squadron (602TRSS), Edwards AFB, CA, combined and re-established AETC SAS. The 602 TRSS re-designated Detachment 1 SAS and brings with it extensive training development experience in virtually every major weapons system acquisition since 1972.

In November 1997, the squadron established the Aviation Technology Innovation (IT) to determine the effectiveness and return on investment of new concepts and off-the-shelf technology in education and training. In January 2003, the AETC disabled three Operation Locations operating under Detachment 1 SAS. In May 2003, Detachment 1 downsized from 13 authorizations to 5 and removed the training assessment function. In October 2003, Detachment 1 was redefined as Location of Operation A (OL-A).

OL-A inactivated per Special Order G-08-11 effective July 31, 2008. Personnel at OL-A transferred to AETC SAS, Training Analysis (TA) Flight. In June 2010, Strategic Management joined SAS to be responsible for the command headquarters that led program managers to AETC Strategic Management. Then, in November 2011, Strategic Management transformed into Flight Strategy Analysis to be responsible for the Directorate of Planning, Program, Requirements, and Strategic Management Assessment.

Lineage

The AETC traces its line through the 21 [Weight] Squadron Squadron, set up November 20, 1940; activated January 15, 1941; and was dissolved on November 1, 1943. This unit was re-established September 19, 1985, consolidated with the 21st, Very Heavy Squadron Squadron, formed March 28, 1944; activated April 1, 1944; inactive May 10, 1944; reactivated June 1, 1944; and inactive June 10, 1946. Also included in the consolidation are the 21st Tactical Air Support Squadron (formed by the 21st Squadron of Air Tactical Support [Light]), which was activated on April 26, 1965; held May 8, 1965; inactive February 21, 1973; reassigned the 21st Tactical Air Support Squadron on July 17, 1973; and reactivated on August 31, 1973. The consolidation unit was deactivated on November 1, 1991, redesigned the Test Squad and Evaluation 21 on September 1, 1992, and was activated on September 15, 1992. The squadron was again designated as the Air Education and Training Study Command and Analysis Flight on March 31, 1994 and redesigned the Training Command of Air and Air Training and Squadron Analysis on April 1, 1997.
