A teaching agency is a business that acts as an intermediary between people looking for tutors and teachers who want to offer their services. The term educational institution is an alternative term, used specifically in Singapore and Malaysia.

Goals and Functions
The tutoring agency is a commercial organization, specializing in introducing tutors to students who need help in academic studies. Learning counseling institutions exist primarily because of problems faced by parents and students in finding specialists who can assist them in learning one or more specific subjects.
Some contract agents directly with clients (usually parents) to provide services. The point of contact is between the client and the agency. The guidance counsel may ask the commission's fee counselor to assign the work to them. In India, Malaysia, and Singapore, these fees will typically be half the monthly income of the work allocated to a tutor. Jobs assigned for a short duration, for example in the case of a last minute revision for an exam, can bring a lower cost of about a quarter of a month's monthly income to a tutor. Some guidance agencies do not charge commission fees for jobs assigned to tutors or students.
Alternatively, the client may send a list of names of tutors who have previously registered to the counseling agency and then contact the names on the list to ascertain which tutors are available and, if acceptable, make contractual arrangements with selected tutors. At the same time, tutors are given name and contact details of the clients and are encouraged to get their calls first.

General learning counseling institutions in many countries including the UK, USA, Australia, UAE, Singapore, and Malaysia. In most countries, tutoring is not regulated.
In the UK after much discussion in the media, a limited company was established in October 2013. The Associate Tutor Association of Tutors was previously named the London Certified Financial Analysts Association.
In the US there are at least two professional tutor associations: the American Tutoring Association and the National Tutoring Association.
In Australia there is the Australian Teaching Association.
In Singapore, learning counseling agencies, also known as educational institutions, are not governed by the Ministry of Education.
Tutor
There are part-time and part-time tutors. Part-time counselors may be students who want to earn extra money while they are in school, like undergraduate students.
Tutor may be self-employed. If the agency does not use a tutor, the agency is paid by the tutor, which adds a fee to the amount charged by the client each lesson, and then passes the cost back to the weekly or monthly agency as needed. In Singapore, although the tutor registration is generally free, tutors must pay a percentage of the first month's tuition fee, usually 60% to the educational institution as a commission to refer them to students. The next tutor will be paid a full month's tuition by the customer (parent), in accordance with the pre-arranged agreement.
If the tutor is employed by the agency, the agency handles all client contracts and payment arrangements. The agency is then responsible for hiring the tutor with all the necessary work. From the agency point of view, there is no longer any requirement to state the fees imposed by the agent (something that can lead to friction with clients who do not appreciate the high cost of hiring, checking etc.) But they are now responsible for employee benefits because of tutors.
Controversy
In Singapore, parents and students have positive and negative comments.
The tutoring center (guidance center) should be registered with the Singapore Ministry of Education. However, the institution of learning guidance (educational institution) is not. Instead, the guidance agency is required to register with the Accounting and Corporate Governance Authority (ACRA) under the Business Enrollment Act. There is a history of poor compliance and consumer complaints.
